South University District Subarea Plan Project

Monday, August 24, 2020

The following are updates and upcoming meeting info on the City of Spokane's Plan Commission and City Council efforts around the South University District subarea plan project:

  • On July 22, 2020, Plan Commission concluded its public hearing on the South University District subarea plan and proposed amendments to land use, zoning, and overlay maps. The Plan Commission voted 9 to 1 to recommend approval of a resolution recognizing the draft South University District Subarea Plan and an ordinance make proposed map changes, including extending DTU zoning along both sides of Sherman Street southward to the I-90 freeway (described in the staff report as “Optional Extension #1”). More detail on the Plan Commission’s findings, including maps showing the recommended changes, can be found in the decision document (https://static.spokanecity.org/documents/projects/south-university-district-sub-area-planning/south-u-district-plan-commission-findings.pdf).

At the hearing, City Council will consider a proposed ordinance based on the Plan Commission’s recommended map changes to implement the results of subarea planning, including changing the zoning of a portion of the South University District from General Commercial (GC-150) to Downtown University (DTU) zoning, minimum off-street parking requirements for new development, and other issues that have been discussed at several stages of the planning process. The public hearing is an important opportunity to share your thoughts on the proposed land use, zoning, and overlay map changes. You can submit comments to the City Council by testifying at the virtual hearing, or in writing by email.
