Juliet Sinisterra is the CEO of the University District Development Association and the University District Public Development Authority, where she has led place-based revitalization efforts since 2021—centering human wellbeing, cultural expression, and inclusive economic opportunity in the design and stewardship of urban places. With more than 25 years of experience in urban design, master planning, project management, and community engagement across the Seattle and Spokane regions, Juliet brings a deep commitment to creating districts that support social connection, local identity, and everyday joy.
Previously, Juliet served as Economic Development Manager for the Downtown Spokane Partnership, where she developed and implemented support systems for downtown businesses and startups by integrating strategic planning, urban projects, public art, and cross-sector partnerships. Her leadership in community-driven visioning included oversight of the Riverfront Park Master Plan, a landmark civic project rooted in public life and shared experience, which led to voter approval of a $64.3 million bond.
Juliet’s recent work reflects a holistic approach to city-building that bridges physical design, culture, and systems change. She has served as Building Platform Product Manager for intellectual property at Katerra, advancing a mass-timber speculative office building that aligned sustainability, innovation, and workplace wellbeing. In Spokane, she has supported initiatives that elevate culture and care in the public realm, including planning for a Spokane Culture Corridor, integrating public art into the Spokane Transit Authority’s City Line, and strategic planning for the Spokane County Food Security Coalition.
Juliet holds a professional Bachelor of Architecture and a Bachelor of Science in Architectural Studies from Washington State University, along with certificates in urban design from Syracuse University (Florence, Italy) and in Transition Towns. Her work is grounded in the belief that cities are not only engines of growth, but shared environments where joy, resilience, and belonging can—and should—be intentionally designed.
